Russell Martin, 61, an at-large delegate from Queens, has been a Local 1182 member for some 25 years, and has served as a house delegate or executive-board delegate for the last 16 of them. The biggest issue for the union, he says, is “the contract, no doubt about it.” The raises the city is offering are “ridiculous for the work we do.” “The city couldn’t flow without us,” he continues. “We work in the rain, sleet, and snow. We work on holidays and RDOs.” Another issue, he says, is that while agents have won uniformed status for contract negotiations, they don’t have the same benefits as other uniformed services: If they are assaulted by someone infuriated about getting a ticket, they don’t have unlimited sick days, so they have to go through the workers’ compensation system.
